Core Rules
Ruleset and Gamestate
This is the Ruleset for BlogNomic; all Bill Murrays shall obey it. Section One consists of the "core rules" of BlogNomic, covering basic proposal mechanics; Section Two contains the rules of the current dynasty; and Section Three contains the glossary, which exists solely to clarify the remainder of the ruleset. Rules may be referred to by their type, entire number and name or type and name. (e.g. This Rule may be referred to as Rule 1.1 Ruleset and Gamestate or the Rule entitled “Ruleset and Gamestate").
The Ruleset and Gamestate can only be altered in manners specified by the Ruleset.
Admins may correct obvious spelling and typographical mistakes in the Ruleset at any time, including replacing Spivak pronouns with the singular "they". A typographical mistake is defined as “A mistake in printing, typesetting, or typing, especially one caused by striking an incorrect key on a keyboard.”
Bill Murrays
Anybody may apply to join BlogNomic (if he is not already playing) by registering at http://blognomic.com via the Register link in the sidebar, and then making a post announcing his arrival. An Admin shall add him to the roster in the sidebar and the GNDT, at which moment he becomes a Bill Murray.
A Bill Murray may leave the game at any time by posting an entry to the BlogNomic weblog requesting such an action. A Bill Murray may only change his name as a result of a proposal approving the change.
Some Bill Murrays are Admins, responsible for updating the site and the Ruleset, and are signified as such in the sidebar. Bill Murrays who wish to become Admins may sign up with a username for the Ruleset Wiki, and submit a Proposal to make themselves Admins. Existing Admins may be removed from their posts by Proposal, CfJ, or voluntary resignation. New admins shall be given the GNDT configuration password when they become admins.
Some Bill Murrays are Idle, and shall be marked as such in the sidebar. For the purposes of the Ruleset, excluding Rules 1.1, 1.2 and 1.8, Idle Bill Murrays are not counted as Bill Murrays. Admins may render a Bill Murray Idle if that Bill Murray has asked to become Idle or if that Bill Murray has not posted an entry or comment for more than 7 days. In the latter case, the Admin must announce the idling in a blog post. Admins may de-Idle a Bill Murray at his request - the Bill Murray's personal gamestate retains the values it had immediately prior to his going Idle. If one or more values would be undefined, it is set to the value new Bill Murrays receive, if such a value exists.
Proposals
Any Bill Murray may submit a Proposal to change the Ruleset or Gamestate, by posting an entry in the "Proposal" category that describes those changes (unless the Bill Murray already has 2 Proposals pending, or has already made 3 Proposals that day).
Proposals can either be Pending, Enacted, or Failed. When a Proposal is first put forward, it is considered Pending.
Voting
Any Bill Murray may cast his Vote on a Pending Proposal by making a comment on that entry using a voting icon of FOR, AGAINST or DEFERENTIAL.
If the Bill Murray who made a Proposal has not cast a Vote on it, his Vote is counted as FOR. If a Bill Murray uses more than one Voting Icon in comments on a Pending Proposal, his Vote is the last voting icon he uses. If a Bill Murray leaves the game or goes Idle, his Vote is no longer valid. If a Bill Murray votes against his own proposal, that vote may not be changed. This is referred to as a Self-Kill.
A vote of DEFERENTIAL is a vote of no opinion, or of faith in the decision of the Phil. The vote will count as the same as the Phil's vote. If the Phil casts a vote of DEFERENTIAL on a proposal, it serves the purpose of cancelling any previous vote on that proposal that was cast by the Phil. If there is no Phil, a vote of DEFERENTIAL counts as an explicit vote of abstention.
If no Phil has voted on a proposal, a vote of DEFERENTIAL on that proposal does not count as a vote for the purposes of rule 1.5.
Enactment
The oldest pending Proposal may be enacted by any Admin (and the Ruleset and/or Gamestate updated to include the specified effects of that Proposal) if either of the following is true:-
- It has a number of FOR votes that exceed or equal Weatherteam, has been open for voting for at least 12 hours, and has not been vetoed or self-killed.
- It has been open for voting for at least 48 hours, it has more than 1 valid vote, more than half of its votes are FOR, and it has not been vetoed or self-killed.
The oldest pending Proposal may be failed by any Admin, if any of the following are true:-
- It has enough AGAINST votes that it could not be Enacted without one of those votes being changed.
- It has been open for voting for at least 48 hours and half or fewer of its votes are FOR.
- It has been open for voting for at least 48 hours and has fewer than 2 valid votes.
- The Bill Murray who proposed it has voted AGAINST it.
Whenever an Admin marks a proposal, CfJ, or DoV as passed or failed, he must also mark his name, and report the final tally of votes (or the fact that it was self-killed or vetoed).
Proposals the Phil has voted to VETO are considered vetoed. Proposals the author has voted against are considered self-killed unless the Phil has voted VETO on them, or they have fulfilled one of the other requirements to fail a proposal before the author’s self-kill vote is placed.
When Phil votes to VETO a Proposal, any Admin may fail that Proposal from that moment on, even if it is not the oldest Pending proposal.
Calls for Judgment
If two or more Bill Murrays actively disagree as to the interpretation of the Ruleset, or if a Bill Murray feels that an aspect of the game needs urgent attention, then any Bill Murray may raise a Call for Judgment (abbreviated CfJ) by posting an entry in the “Call for Judgment” category. The post shall go on to describe the issue, and measures that shall be taken to resolve it.
All Bill Murray may add votes of agreement or disagreement in comments to this entry, using appropriate voting icons (a Bill Murray's later votes overriding their earlier ones). Unfailed CfJs continue until they reach a Weatherteam of FOR votes, a Weatherteam of AGAINST votes, or if there is no hiatus going on, until four days have passed, and if there is a hiatus going on until two days have passed. After this time, if more than half of the cast votes are in favour, the Gamestate and Ruleset shall be amended as was specified. Otherwise, the CfJ fails. A Failed CfJ has no further effect.
Any CfJ that has no effect on the ruleset or gamestate may be automatically failed by any admin.
Gamestate Tracking
Proposals, Calls for Judgment, and other official posts, as well as specific gamestate information, shall be tracked by the BlogNomic blog at http://blognomic.com. Any Bill Murray may post to the blog at any time, but may only make official posts to the blog when the Ruleset allows it. Posts following the format specified by a rule are considered official posts.
If no Bill Murray has commented on it, an official post may be altered or removed by its author; otherwise this can only be done as allowed by the Ruleset. The Admin processing an official post is allowed to append to the post to reflect its new status. Anything appended to a post in this way must be placed in the Admin field of the post, and the post's Status must changed to reflect its status.
A non-official post may not, through editing of the blog or otherwise, be changed into an official post, with the following exception: Whilst a non-official post has been posted for less than five minutes and has no comments, the author may change the categories as they wish.
Voting and comments are accessible through the link at the bottom of every post.
Specific parts of the Gamestate data shall be tracked by the Generic Nomic Data Tracker at http://blognomic.com/gndt/generic.cgi?nomic=blog. Any Bill Murray may update any Bill Murray's data via the GNDT, whenever the Ruleset permits it.
All updates to the GNDT are logged - if a Bill Murray feels that an alteration goes against the Rules (as they were at the time of the alteration), he may simply undo the effects of that alteration. If such an undoing is disputed, a Call for Judgment shall be raised.
Bill Murrays shall be assigned a password for the GNDT when they join the Nomic.
Dynasties
BlogNomic is divided into a number of Dynasties. Each Dynasty is headed by a single Bill Murray, known as the Phil, and is named according to the number of Dynasties he has headed (eg. "The First Dynasty of Myke").
The Phil may vote to VETO any Proposal.
Victory and Ascension
If a Bill Murray (other than the Phil) believes that he has achieved victory in the current Dynasty, he may make a post to the Blognomic weblog in the Declaration of Victory category, detailing this.
Upon doing so, the game immediately goes into Hiatus, if it hasn’t already. During this time, the only game actions that may be taken are those covered by Rules “Bill Murrays”, “Calls for Judgment”, “Gamestate Tracking” and “Victory and Ascension”.
Every Bill Murray may respond to an active DoV saying whether or not he believes the poster has achieved victory in the current Dynasty (using the FOR and AGAINST icons).
The Declaration of Victory may be resolved after 24 hours, or after 12 hours if the Phil has voted on it. Upon resolution, if a Weatherteam of Bill Murrays have voted on the DoV and more than half of those votes were in favour, then the DoV passes - otherwise the DoV fails, and if no other DoVs are still pending, the Hiatus ends.
When a DoV passes, all other active DoVs are failed, and a new Dynasty begins with the Bill Murray who made the DoV as its Phil. (That Bill Murray may pass this role to another Bill Murray at this point, if he wishes.) The Hiatus continues until the new Phil posts an Ascension Address to the BlogNomic weblog - this shall specify the Phil's chosen theme for the new Dynasty, and may optionally include a proclamation that any number of Dynastic Rules will be repealed, and that any keywords will be replaced with new theme-appropriate terms.
A DoV may not be started in the period between a passing DoV and that DoV’s Ascension Address. When a DoV is failed, if it has a number of AGAINST votes that exceed Weatherteam, the Bill Murray who posted it cannot make another DoV until after 120 hours (5 days) have passed since the time their DoV was failed.
A Declaration of Victory may not also be any other type of Official Post unless the rules concerning that type of Official Post explicitly state otherwise.
Fair Play
The following are BlogNomic’s rules of fair play. If any of the rules are found to have been broken, a proposal or CfJ may be made to remove the perpetrator from the game, and bar them from rejoining.
- A single person should not control more than one Bill Murray within BlogNomic.
- A Bill Murray should not “spam” the BlogNomic blog. What counts as spamming is subjective, but would typically include posting more than ten blog entries in a day, more than ten blog comments in a row, or posting a blog entry of more than 1000 words.
- A Bill Murray should not deliberately exploit bugs or unexpected behaviours in the software running the game (ExpressionEngine, MediaWiki or the GNDT).
- Instead of deleting content from a blog post which has at least one comment, the content should either be struck through with <strike> tags, or replaced with a link to a copy of the same content on the wiki.
- A Bill Murray should not edit their own blog comments once posted, nor those of any other Bill Murray.
- A Bill Murray should not edit the "Entry Date" field of a blog post.
- A Bill Murray should not make or edit a post such that its title does not broadly match its URL title.
- A Bill Murray should not make a DoV primarily to delay the game by putting it into Hiatus.
Dynastic Rules
Groundhog-Man
For the purposes of Dynastic Rules which do not explicitly state otherwise, the Phil is not considered a Bill Murray.
Phil the Groundhog’s dictum
Every Monday at 00:00:01 UTC, each Dynastic non-Groundhog rule (or sub-rule) is immediately repealed. A rule (or sub-rule) is considered Groundhog if it has “Groundhog” in its title. Exception: Whenever a Rule that has been in existence for less than 24 hours would be repealed, that rule is not repealed.
Groundhog's Paradise
There exists a wiki document named “Good Deeds.” This wiki document can only be altered in ways that are specified by the Ruleset. There are a number of Good Deeds listed on this document, each of which has a Name and a number of numbered Steps. Example Given:
- Name: Save the Whales
- Step 1: Find the Whales
- Step 2: Feed the Whales
- Step 3: Release the Whales from captivity
When a Bill Murray accomplishes the first numbered Step that they haven’t accomplished before in a particular Good Deed, they may add their name next to that Step in that Good Deed in the wiki document, so long as the Step was accomplished less than 7 days (168 hours) ago by that Bill Murray. When a Bill Murray has their name next to every single Step in a Good Deed that is at least 10 Steps long, they are said to have accomplished that Good Deed.
Building the World from the Groundhog Up
As a daily action, a Bill Murray may add a Step to a Good Deed on the wiki document “Good Deeds.” As a daily action, the Phil may add a Step to up to 5 different Good Deeds on the wiki document “Good Deeds.” Neither of these actions may cause a Good Deed to have more than 20 Steps. Neither of these actions may modify a Good Deed that a Bill Murray has already accomplished.
Good Groundhog
As a weekly action, a Bill Murray (including the Phil) may Suggest a new Good Deed by making a Story Post with the words “Good Deed” in the title, then including a Name and 3 Steps in the body of the post. As a weekly action, the Phil may choose up to 2 of these Suggestions and add them to the wiki document “Good Deeds,” using the same Name and 3 Steps that were Suggested.
Groundhog Victory
If some Bill Murray has accomplished at least 12 Good Deeds, any Bill Murray who has accomplished the most Good Deeds out of all the Bill Murrays, or is tied for most Good Deeds accomplished, has achieved victory. Every Monday at 00:00:01 UTC, reduce the number in the previous sentence by 2.
Groundhogs Remember
There exists a wiki document called “Parallel Ruleset” which may not be modified except as specified by this rule. Whenever a Dynastic non-Groundhog rule becomes repealed due to the effect of the rule “Phil the Groundhog’s dictum”, the title and text of that rule shall be appended to the Parallel Ruleset and becomes a Memento.
Enacted Proposals and CfJs may modify the Parallel Ruleset as described by the Core Rules.
To “Flashback X” means to take a Memento with a title of “X” (if it exists) from the Parallel Ruleset and to append it to the Dynastic Ruleset, preserving its title and text.
Tie a string around your groundhog
As a weekly action, a Bill Murray may spend 10 Icicles, 15 Books, 20 Baseballs, 5 Golf-Carts or 100 Groundhogs to Flashback a single Memento of their choice from the Parallel Ruleset.
Groundhog Happiness
Each Bill Murray has a number of Happiness, which is tracked in the GNDT, and shall initially be 50. The maximum Happiness is 100; the minimum is 0. Once per day, any Bill Murray may decrease each Bill Murray’s Happiness by the Atmospheric Depression, if such a number exists; but only one Bill Murray may perform this action per day. A Bill Murray whose grounded status is set to yes does not lose happiness.
Groundhog Historian
- A Bill Murray can “Help Compile the History of This Dynasty” by having their name included in a Story Post by the Phil that also states that that Bill Murray participated in compiling the History of The First Dynasty of Qwazukee.
- A Bill Murray can “Make a Real Contribution to the History of an Old Dynasty” by having their name included in a Story Post by the Phil that also states that that Bill Murray participated in compiling the History of any Dynasty other than The First Dynasty of Qwazukee.
- A Bill Murray can “Complete an Empty Section of an Old Dynasty” by having their name included in a Story Post by the Phil that also states that that Bill Murray completed an empty section of the History of any Dynasty besides The First Dynasty of Qwazukee.
- A Bill Murray can “Add a short (100 to 300 word) essay to the wiki’s Essays Page” by having their name included in a Story Post by the Phil that also includes the words “Waffle” and “Falafel.”
- A Bill Murray can “Take a Snack Break” by increasing their Happiness.
Groundhog in Jeopardy
- A Bill Murray can “Win on Jeopardy!” by being the champion of a Jeopardy! challenge.
- A Bill Murray can “Build a Catapult” by Suggesting a Good Deed that contains the word “Catapult” in its name.
- A Bill Murray can “Hold a Seance” by making a Story Post that gets at least 3 comments.
- A Bill Murray can “Ask Gary Coleman for Advice” as a daily action, decreasing their own Happiness by 10.
- A Bill Murray can “Talk About How Worthless Money Is.” by getting a negative score in a Jeopardy! challenge.
Groundhogs Predict the Weather
As a weekly action, the Phil may create a Weather Prediction Contest. To do so, the Phil creates a Story Post which contains the name of three cities (with a population of 521,999 or more) which exist in the world, followed by the name of one or more GNDT-tracked attributes and a number for each one of those attributes. The Contest is then considered Open. Then, any Bill Murray may post a comment to that Contest which becomes a Contest Entry if it meets these requirements:
- That Bill Murray has no other Contest Entries for that Contest.
- The comment contains a weather prediction for at least one of the three cities named by the Contest Post.
- Each weather prediction should indicate if the weather for that city will either be: Sunny, Cloudy, Windy, Rainy, Storm, Hail or Fog.
- The comment was made within 48 hours of the creation of the Contest.
After 120 hours (5 days) have elapsed since the creation of the Contest, the Phil my close the contest by updating the text of that Contest's Post. The update must contain the current weather information for those three cities, followed by the number of reasonably correct weather guesses made by each Bill Murray in their Contest Entry. This causes the Contest to become Closed. Then, within the next 48 hours each Bill Murray whose number of correct guesses is more than zero and exactly equal to the number guesses they made, may increase the attributes named by the Contest's Post, by the amount indicated therein. This increase shall be performed a number of times equal to the number of correct guesses attained by that Bill Murray.
If a Contest has remained open for more than 168 hours (7 days), it is immediately Closed. Then, each Bill Murray that posted a Contest Entry for that Contest may once, within a period of 48 hours, increase the attributes named by the Contest Post, by the amount specified therein.
Chaos Groundhog
Immediately after any number of rule(s) is/are repealed by “Phil the Groundhog’s dictum”, the Admin repealing it/them shall roll DICEX in the GNDT, where X is the number of Mementos in the Parallel Ruleset. Then, that Admin Flashbacks the Memento whose position in the Parallel Ruleset (going from top to bottom) matches the result of that roll.
Sidestepping Groundhog
A Bill Murray may sidestep one of the steps in a good deed. This is done by adding his name in red next to the step in the good deed. For all purposes except this rule and any of its subrules, this step is considered completed. A Bill Murray may not have more than one sidestepped step at any one time. A sidestepped step is no longer considered sidestepped if it is completed normally.
This is not exactly a groundhog rule
Whenever a Dynastic Non-Groundhog Rule is created through a Proposal, the text “This rule has been sponsored by X.” shall be added to the end of that rule, where X shall be the name of the Bill Murray who Proposed it. When a rule has the text “This rule has been sponsored by X.”, and X is a Bill Murray, that Bill Murray shall be known as the Sponsor of that rule.
When a Bill Murray Flashbacks a Memento by spending something tracked by the GNDT (spending 0 or less of something is not considered spending for this purpose), if the new rule’s text does not contain the phrase “This rule has been sponsored by X.”, that Bill Murray may add that phrase at the end of that rule, replacing X with their own name.
As a weekly action, a Bill Murray may increase their Books, Ghosts, Baseballs, Golf-Carts, Cameras and Groundhogs by DICE3 for each Rule they Sponsor. Whenever a rule sponsored by a Bill Murray becomes repealed, that Bill Murray may once, within a period of 48 hours, increase their Ghosts, Baseballs, Golf-Carts, Cameras and Groundhogs by DICE12.
Wait not yet, Groundhog!
If a non-groundhog rule states that a certain action or effect takes place at 00:00:01 every Monday, then that action must take place immediately before the repeal of non-groundhog rules.
Bring Science Fiction into the Mainstream, as the Groundhog Desires
- A Bill Murray can “See the Star Trek Movie About Whales” by Proposing a Rule that mentions at least 3 of the following items: “Whales,” “Kirk,” “Spock,” “Sulu,” “Chekov,” “Uhura,” “Star Trek,” “Enterprise,” and “Set phasers to stun.”
- A Bill Murray can “Talk About Firefly” by making a Story Post that mentions at least 5 of the following items in context: “Malcolm Reynolds,” “Zoe,” “Wash,” “Inara,” “Jayne,” “Kaylee,” “Simon,” “River,” “Shepherd Book,” “Summer Glau,” “Reavers,” “Firefly,” and “Serenity.”
- A Bill Murray can “Invent the Lightsaber” by Proposing a Rule that makes it into the Ruleset and mentions the “Lightsaber” or by having a Lightsaber statistic of any Color in the GNDT.
Why is it today again, Mr. Groundhog?
- A Bill Murray can “Check the Date” by creating a Proposal with a timestamp that ends in a 0.
- A Bill Murray can “Realize it’s Yesterday” by creating 2 Proposals in the same day.
- A Bill Murray can “Make a Plan of Action” by Suggesting a Good Deed.
Prevent World War II with the Help of the Groundhog
- A Bill Murray can “Go to Germany” by having a Location of Germany.
- A Bill Murray can “Time travel to the early 1930s” by creating a Proposal that includes the word “Hoover” or “Chamberlain” in any derogatory capacity.
- A Bill Murray can “Kill Hitler” as a daily action.
The Way to Wales
Each Bill Murray has a Location, which can be any sovereign state recognized by the United Nations. As a daily action, Bill Murray may change their Location to any sovereign state within 100 miles of any border or coast of their current Location.
A Bill Murray can "Go to Wales" by having a Location of the United Kingdom.
The Location of a Bill Murray shall initially be set to the United States of America.
The Way to the Whale
- A Bill Murray can “Find the Whales” by spending 4 Books.
- A Bill Murray can “Feed the Whales” by spending 8 Groundhogs.
- A Bill Murray can “Release the Whales from Captivity” by spending 1 Book when the Atmospheric Depression is greater than 5.
- A Bill Murray can “Hold a Whale of a Party” by creating a Proposal that is voted on by 90% of all Bill Murrays, rounded up (ie 90% of 5 being 4.5, rounded up equals 5).
- A Bill Murray can “See the Star Trek Movie About Whales” by Proposing a Rule that makes it into the Ruleset and mentions at least 3 of the following items: “Whales,” “Kirk,” “Spock,” “Sulu,” “Chekov,” “Uhura,” “Star Trek,” “Enterprise,” and “Set phasers to stun.”
- A Bill Murray can “Kill the Whales” by spending 1 Harpoon.
- A Bill Murray can “Do Penance for Your Crime” by accomplishing the Step “Recruit Bono.”
Glossary
This is always at the end of the Ruleset. Its only effect can be to clarify ambiguity.
- It is noted that where a Proposal would amend the effects of Proposal Enactment, this does not apply to its own enactment unless explicitly stated (eg. a proposal proposing that enacted proposals earn their author a banana when enacted would not earn a banana for its own author, when enacted).
- Rules which trigger upon the Enactment or Failure of a Proposal are the responsibility of the Admin who Enacts or Fails it.
- Appropriate Icons: For use in voting, a check box http://blognomic.com/images/vote/for.gif shall represent a vote FOR, an X http://blognomic.com/images/vote/against.gif shall represent a vote AGAINST, an IMP http://blognomic.com/images/vote/imperial.gif shall represent a vote of DEFERENTIAL, and an Imperial Seal (currently http://blognomic.com/images/vote/seal.gif) shall represent the Imperial Veto.
- The "subject" of a blog entry is the part of the Title of an entry which is after the first colon. If the Title does not contain a colon, then the whole Title is the subject. Any entry whose subject is "" (i.e. an empty string) is not valid.
- "Posts" and "comments" refer only to those published to the BlogNomic weblog at blognomic.com
- A keyword defined by a rule supersedes the normal English usage of the word. A keyword defined in this glossary supersedes that defined by a rule. (eg. A rule specifying "Bananas are Blue" cannot be overruled by posting a dictionary definition or a photo of a banana, and a rule specifying "every day is Sunday" will be overruled by the glossary entry below.)
- Unless otherwise specified, game variables defined to hold numeric values can hold only non-negative integers, and any action that would set those values below zero instead sets them to zero. Any situation which would require a roll of DiceX when X is zero or lower always yields a value of 0 unless stated otherwise.
- Unless otherwise specified: When “X” is a number, to spend X of a numeric value “V” means to subtract X from V (i.e. replace V with V-X).
- No action may be taken which would require setting a gamestate variable to an illegal value. (e.g. spending X of a numeric value that must be non-negative when the subtraction would result in a number which is negative).
- Superficial differences between the spelling of geographic versions of English, e.g, British English, American English and Australian English shall be construed as irrelevant for the purposes of play.
- Gamestate is defined as any information which the Ruleset regulates the alteration of, such as Characters’ names.
- All numbers, unless stated otherwise by a rule, are in base ten.
- If a new rule is created by a proposal and its location is not noted in that proposal, that new rule is to be placed in the Dynastic Rules.
- A Bill Murray’s “Effective Vote Comment” with respect to a given Proposal (which may be abbreviated for all purposes as “EVC") means that Bill Murray’s Comment to that Proposal (if any) that contains that Bill Murray’s Vote on the Proposal that is given effect in accordance with Rule 1.4 when the Proposal is Adminned.
Flavor Text
- When posting a blog entry, a Bill Murray may use the “Commentary or flavour text” field of the blog publishing form to add their own comments or description of their post. For the purposes of all other rules, such text is not considered to be part of the post.
Timespans
- References to "a day" (as an entity rather than a duration, eg. "Sunday") refer to that day in the timezone of the BlogNomic blog, which is considered to be GMT for all purposes.
- References to a "week" refer to the period of time between the start of a Monday and the end of the following Sunday.
- All references to time must be either specific or defined within the ruleset to be considered achievable in the gamestate. Abstract concepts of time (e.g. "dinnertime", "twilight") cannot be achieved until they fulfil one of these criteria.
- If a game action is a Daily Action, each Bill Murray able to perform it may take that action once per day, but not more than once every six hours.
