Motion of "If you don't use it, you lose it."

I move the adoption of the following resolution, that any Iudex who is able to make a primary motion but does not do so for one consecutive week lose the ability to make primary motions for one week immediately thereafter. Record of days without making a primary proposal shall start with the adoption of this motion and shall not be retroactive to time before this motion was adopted.
