Core Rules

Ruleset and Gamestate

This is the Ruleset for BlogNomic; all Iudices must obey it. Section One consists of the "core rules" of blognomic, covering basic proposal mechanics; Section Two contains the rules of the current dynasty; and Section Three contains the glossary, which exists solely to clarify the remainder of the ruleset. Rules may be referred to by their type and entire number or type and name. (e.g. This Rule may be referred to as Rule 1.1 or the Rule entitled "Ruleset and Gamestate").

The Ruleset and Gamestate can only be altered in manners specified by the Ruleset.

No Rule may contain a provision that bars itself from being altered and/or repealed. If at any moment a Rule exists or is altered in a manner that renders it to contain such a provision, the entirety of that Rule shall be considered void and with no effects on the Gamestate. The provisions on this paragraph supersede any text in a Rule.

Spivak pronouns, as defined in the Glossary, shall be used whenever an Iudex is referred to.

Admins may correct obvious spelling and typographical mistakes in the Ruleset at any time.

Iudices

Anybody may apply to join BlogNomic (if e is not already playing) by registering at http://blognomic.com via the Register link in the sidebar, and then making a post announcing eir arrival. An Admin will add em to the roster in the sidebar, at which moment e becomes an Iudex.

An Iudex may leave the game at any time by posting an entry to the BlogNomic weblog requesting such an action. An Iudex may only change eir name as a result of a proposal approving the change.

Some Iudices are Admins, responsible for updating the site and the Ruleset, and are signified as such in the sidebar. Iudices who wish to become Admins shall sign up with a username for the Ruleset Wiki, and submit a Proposal to make themselves Admins. Existing Admins may be removed from their posts by Proposal, CfJ, or voluntary resignation.

Some Iudices are Idle, and shall be marked as such in the sidebar. For the purposes of the Ruleset, excluding Rules 1.1 and 1.2, Idle Iudices are not counted as Iudices. Admins may render an Iudex Idle if that Iudex has asked to become Idle or if that Iudex has not posted a entry or comment for more than 7 days. Admins may de-Idle a Iudex at eir request - the Iudex's personal gamestate retains the values it had immediately prior to eir going Idle. If one or more values would be undefined, it is set to the value new Iudices receive, if such a value exists.

A single person may not control more than one Iudex within BlogNomic. If anybody is suspected of controlling more than one Iudex, then a Proposal may be made to remove any number of such Iudices from the game, and to bar the perpetrator from rejoining.

Proposals

Any Iudex may submit a Proposal to change the Ruleset or Gamestate, by posting an entry in the "Proposal" category that describes those changes (unless the Iudex already has 2 Proposals pending, or has already made 3 Proposals that day).

Proposals can either be Pending, Enacted, or Failed. When a Proposal is first put forward, it is considered Pending.

Voting

Any Iudex may cast eir Vote on a Pending Proposal by making a comment on that entry using a voting icon of FOR, AGAINST or DEFERENTIAL.

If the Iudex who made a Proposal has not cast a Vote on it, eir Vote is counted as FOR. If an Iudex casts more than one Vote on a Proposal, only the most recent of those Votes is counted. If an Iudex leaves the game or goes Idle, eir Vote no longer counts. If an Iudex votes against eir own proposal, that vote may not be changed.

A vote of DEFERENTIAL is a vote of no opinion, or of faith in the decision of the Arbiter Iuri. The vote will count as the same as the Arbiter Iuri's vote. The Arbiter Iuri cannot cast a vote of DEFERENTIAL. If there is no Arbiter Iuri, a vote of DEFERENTIAL counts as an explicit vote of abstention.

Enactment

The oldest pending Proposal may be enacted by any Admin (and the Ruleset and/or Gamestate updated to include the specified effects of that Proposal) if either of the following is true:-

  • It has a number of FOR votes that exceed or equal Quorum, has been open for voting for at least 12 hours, and has not been vetoed or self-killed.
  • It has been open for voting for at least 48 hours, it has more than 1 valid vote, more than half of its votes are FOR, and it has not been vetoed or self-killed.

The oldest pending Proposal may be failed by any Admin, if any of the following are true:-

  • It has enough AGAINST votes that it could not be Enacted without one of those votes being changed.
  • It has been open for voting for at least 48 hours and half or fewer of its votes are FOR.
  • It has been open for voting for at least 48 hours and has fewer than 2 valid votes.
  • The Iudex who proposed it has voted AGAINST it.
  • The Arbiter Iuri has voted to VETO it.

Whenever an Admin marks a proposal as enacted or failed, e must also mark eir name, and report the final tally of votes (or the fact that the proposal was self-killed or vetoed).

Calls for Judgment

If two or more Iudices actively disagree as to the interpretation of the Ruleset, or if an Iudex feels that an aspect of the game needs urgent attention, then any Iudex may raise a Call for Judgment by posting an entry in the "Call for Judgment" category. If the Iudex wishes, e may post anonymously by choosing "Call for Judgment" from the Author drop-down menu on the OPTIONS tab. The post shall go on to describe the issue, and measures that shall be taken to resolve it.

All Iudices may add votes of agreement or disagreement in comments to this entry, using appropriate voting icons (a Iudex's later votes overriding eir earlier ones). Unfailed CfJs continue until they reach a quorum of FOR votes, a quorum of AGAINST votes, or if there is no hiatus going on, until four days have passed, and if there is a hiatus going on until two days have passed. After this time, if more than half of the cast votes are in favour, the Gamestate and Ruleset shall be amended as was specified. Otherwise, the CfJ fails. A Failed CfJ has no further effect.

Gamestate Tracking

Proposals, Calls for Judgment, and other official posts, as well as specific gamestate information, shall be tracked by the BlogNomic blog at http://blognomic.com. Any Iudex may post to the blog at any time, but may only make official posts to the blog when the Ruleset allows it. Posts following the format specified by a rule are considered official posts.

If no Iudex has commented on it, an official post may be altered or removed by its author; otherwise this can only be done as allowed by the Ruleset. The Admin processing an official post is allowed to append to the post to reflect its new status. Anything appended to a post in this way must be placed in the Admin field of the post, and the post's Status must changed to reflect its status.

A non-official post may not, through editing of the blog or otherwise, be changed into an official post, with the following exception: Whilst a non-official post has been posted for less than five minutes and has no comments, the author may change the categories as e wishes.

Voting and comments are accessible through the link at the bottom of every post.

Specific parts of the Gamestate data shall be tracked by the Generic Nomic Data Tracker at http://blognomic.com/gndt/generic.cgi?nomic=blog. Any Iudex may update any Iudex's data via the GNDT, whenever the Ruleset permits it.

All updates to the GNDT are logged - if an Iudex feels that an alteration goes against the Rules (as they were at the time of the alteration), e may simply undo the effects of that alteration. If such an undoing is disputed, a Call for Judgment shall be raised.

Iudices shall be assigned a password for the GNDT when they join the Nomic.

Dynasties

BlogNomic is divided into a number of Dynasties. Each Dynasty is headed by a single Arbiter Iuri, and is named according to the number of Dynasties they have headed (eg. "The First Dynasty of Myke").

The Arbiter Iuri may vote to VETO any Proposal.

Victory and Ascension

If an Iudex (other than the Arbiter Iuri) believes that e has achieved victory in the current Dynasty, e may make a post to the Blognomic weblog in the Declaration of Victory category, detailing this.

Upon doing so, the game immediately game goes into Hiatus, if it hasn't already. During this time, the only game actions that may be taken are those covered by Rules 1.2, 1.6, 1.7 and 1.9.

Every Iudex may respond to an active DoV saying whether or not e believes the poster has achieved victory in the current Dynasty (using the FOR and AGAINST icons).

The Declaration of Victory may be resolved after 24 hours, or after 12 hours if the Arbiter Iuri has voted on it. Upon resolution, if a Quorum of Iudices have voted on the DoV and more than half of those votes were in favour, then the DoV passes - otherwise the DoV fails, and if no other DoVs are still pending, the Hiatus ends.

When a DoV passes, all other active DoVs are failed, and a new Dynasty begins with the Iudex who made the DoV as its Arbiter Iuri. (That Iudex may pass this role to another Iudex at this point, if they wish.) The Hiatus continues until the new Arbiter Iuri posts an Ascension Address to the BlogNomic weblog - this shall specify the Arbiter Iuri's chosen theme for the new Dynasty, and may optionally include a proclamation that any number of Dynastic Rules will be repealed, and that any keywords will be replaced with new theme-appropriate terms.


Dynastic Rules

Assembly

The corpus of all Iudices shall be addressed as The Iudices Assembled.

Motions

A motion may be made by an Iudex for the consideration of The Iudices Assembled. The Iudex making the Motion, known as the mover, shall create an entry in the page named Motions with the format “*[[Motion to (Subject)]] - ~~~~”.

The mover shall then proceed to describe, in the such created Motion Page, the effects e desires to come into existence should said Motion come to approval. The describing of the effects shall start with the phrase “I move the adoption of the following resolution,”

If it is desired to give the reasons for the resolution, they may be stated in a preamble, each clause of which constitutes a paragraph beginning with “Whereas”, preceding the “I move…” phrase. The preamble shall never contain a period, but each paragraph shall close with a comma or semicolon, followed by “and,” except the last paragraph, which shall close with the word “therefore,”.

Before a Motion can be taken into consideration by The Iudices Assembled, it shall be seconded by an Iudex, known as the seconder, other than the mover. The seconder shall register eir intention by noting it immediately under the Motion head in the Motions Page with an entry in the format “**Seconded by ~~~~”.

If 24 hours elapses since the making of a Motion before it is Seconded, that Motion shall be considered as Lost, and shall be signed so by appending the wording “(LOST)” to its head in the Motions Page.

Once a Motion has been seconded, its mover is entitled to start Debate on it. In order to do so, e shall post an entry to Blognomic’s main page, with the header “Debate on the Motion to (Subject) – (Date)”, where the (Date) shall be the same as the one stamped at its entry in the Motions Page.

If 24 hours elapses since the seconding of a Motion before its mover starts Debates on it, that Motion shall be considered as Lost, and shall be signed so by appending the wording “(LOST)” to its head in the Motions Page.

Once a Motion is in Debate, to assist in the proper disposal of the question, Subsidiary Motions may be used. A Subsidiary Motion shall be done only under another Motion, which becomes its Main Motion, and follows the same protocol of other Motions, with these exceptions:

  • It must be posted immediately under the entry seconding the Main Motion’s head, or its last subsidiary Motion, with the format “**[[Motion to (Subject) - ~~~~]]”;
  • A subsidiary Motion shall never be the Main Motion for other subsidiary Motions;
  • All entries under a Subsidiary Motion shall have an extra “*” before its mandated format;
  • Its describing shall start with “I move the Main Motion be amended as follows,” instead of the usual text for motions.

The seconding of a Subsidiary Motion interrupts Debate on its Main Motion, which shall be noted by the seconder as a comment to the Debate post reading only “Interrupted until appreciation of Secondary Motion to (Subject) – (Date)”, where the (Date) shall be the same as the one stamped at the Subsidiary’s entry in the Motions Page.

If no more Subsidiary Motions are pending to a Motion, any Iudex may restart Debate on that Motion by making a comment reading only “Debate Resumed”.

Debate closes whenever 24 hours has been passed since the time of its posting or its last comment by an Iudex, whichever is last. Comments interrupting Debate or resuming it shall not be considered for that purpose, neither shall be counted the time elapsed between such comments. When the Debate closes, any Iudex may sign so by making a comment to it reading only “Debate closed” and an entry in the Motions Page immediately under the entry seconding its Motion’s head, or its last subsidiary Motion, with the format “**Debate Closed—~~~~”.

Once Debate has closed on a Motion, any Iudex may declare eir vote on that Motion by making an entry in the Motions Page immediately under the “Debate Closed” entry on that Motion, with the format “**Aye—~~~~”, if e agrees with the Motion, or the Format “**No—~~~~”, if e doesn’t. The votes of the mover and the seconder are presumed to be Aye. If either the mover or the seconder of a Motion votes No on that Motion, that Motion is immediately Lost , and shall be signed so by appending the wording “(LOST)” to its head in the Motions Page.

A Motion shall be signed as Adopted if, and only if, all of these conditions are true:

  • 24 hours has passed since its Debate has been closed;
  • It has at least 3 Ayes;
  • It has more Ayes than Noes.

A motion is signed as Adopted by appending the wording “(ADOPTED)” to its head in the Motions Page.

If 24 hours has passed since Debate has been closed on a Motion and that Motion cannot be Adopted, it is Lost , and shall be signed so by appending the wording “(LOST)” to its head in the Motions Page.

Once a subsidiary Motion is signed as Adopted, any changes it mandates into its Main Motion shall be made. Any other changes mandated by subsidiary Motions, i.e. all changes to things other than its Main Motion, shall be ignored.

Once a non-subsidiary Motion is signed as Adopted, the text “I move the adoption of the following resolution,” shall be substituted by “It is resolved by The Iudices Assembled that”. A sub-rule named after the (Subject) of the newly adopted Motion shall then be created under the dynastic sub-rule Adopted Motions, and the entire text of the newly adopted Motion shall be copied into that new sub-rule.

An Iudex cannot make a non-subsidiary Motion if e is the mover of another non-subsidiary Motion that has not been marked either as LOST or ADOPTED.

An Iudex cannot make a Subsidiary Motion if e is the mover of another Subsidiary Motion to the same Main Motion, even if that Subsidiary Motion has already been marked either as LOST or ADOPTED.

An Iudex may edit freely any Motion e has posted to the Motions Page if, and only if, such Motion has not been already seconded or marked as Lost.

Adopted Motions

Procedure for Re-voting on Motions

Whereas the Rules for voting on motions as of the moment this Motion was put forward allow an unscrupulous Iudex to vote multiple times on a single Motion, and to have all such votes count towards the determination of the resolution of said Motion; therefore

It is resolved by The Iudices Assembled that whenever an Iudex declares eir vote on a Motion, e must simultaneously remove any and all entries that contain eir previously declared votes on said Motion from the Motions Page, so that said previously declared votes no longer count toward the determination of the resolution of said Motion.

Grant Leaders Power

Whereas an Iudex either may not care or may not vote on a paritcular motion, and

Whereas party leaders should have some authoirty there may be, therefor

It is resolved by The Iudices Assembled that, provided the motion "Motion to Declare Party Affiliation" is adopted, that any Iudex who does not vote on a motion, after 24 hours of debate closing on the motion, shall have eir vote cast the same as the leader of eir party. If an Iduex is either a party leader, has "No Political Affiliation" or eir party leader did not cast a vote, then eir vote on the motion will remain null.

Avoid Idleing of Active Iudices

Whereas the current Rules of Order make possible that an Iudex never posts a entry or comment to the Main Page, yet remaining active, therefore

It is resolved by The Iudices Assembled that when considering, for purposes of Idleing, the time elapsed since the last entry or comment made by an Iudex, the Admins shall consider as entries all valid timestamped entries made by such Iudex in the Motions Page.

Limit Subsidiary Motions

Whereas subsidiary motions are meant as a tool for debate, and

Whereas it is inappropriate to change a motion after it has completed its debate,

It is resolved by The Iudices Assembled

That no Subsidiary Motion may be proposed at such a time as its Main Motion is not currently open for debate.

Allow Cloture of Discussion on Motions

Whereas it may in some occasions be desirable that a Motion remain open less than 24 hours; and

Whereas the ability to bring such an event into fruition would best lay with the majority of Iudices; therefore

It is resolved by The Iudices Assembled that a special subsidiary motion known as a "Motion of Cloture" shall be allowed. A "Motion of Cloture" may not be discussed, and shall be voted upon immediately after its Seconding, as if its Debate had just been Closed. If a quorum of ayes is reached in a Motion of Closure, debate of its Main Motion shall be immediately closed and voting upon it immediately commence, unless there are other Subsidiary Motions to that Main Motion, in which case Debate is Closed on all those Subsidiary Motions and all of them are voted upon until resolution and then the debate of the Main Motion shall be immediately closed and voting upon it immediately commence. No other Subsidiary Motion may be made to a Main Motion where there is an unresolved Motion of Closure."

Declare Party Affiliation

Whereas every Iudex has eir own agenda, and

whereas every agenda is supported by many Iudices; therefore

It is resolved by The Iudices Assembled that, A new text field will be entered into the GDNT with the title "Political Affiliation". Any Iudex with this field blank is considered to have "No Political Affiliation". An Iudex may change eir Political Affiliation Often, to either: (Party Name) Leader - as long as their exist no other Iudex with this Political Affiliation, or (Party Name) Member - as long as their exist an Iudex with the Political Affiliation (Party Name) Leader, where (Party Name) is replaced by any string. X is a member of the Y Party if X's affiliation is either Y Member or Y Leader. If one party has more than half of those Iudicies who have declared a party affiliation as members it shall be declared the Majority Party


Fantasy-Rules-Commitee-type rule

It is resolved by The Iudices Assembled that there exist pages on the wiki called "Mystical Chant", and "Chant Regulations", which are initially empty, and the entire contents of which are considered a part of the Gamestate, and thus may only be altered as permitted by the Ruleset. Whenever an Iudex makes a Motion, e must add a single new line to the end of the Mystical Chant page consisting of exactly 3 alpha-numeric characters (i.e. the letters a-z, the letters A-Z, and the numerals 0-9), and then add a single new line to the Chant Regulations page, consisting of exactly one English sentence. The addition of lines to the Mystical Chant page in this way must conform to any restrictions that exist on the Chant Regulations page (e.g. if the sentence "The first character of each line on the Mystical Chant Page may not be a numeral." appears on the Chant Regulations page, then the line "3dQ" cannot be added to the Mystical Chant page.). Sentences added to the Chant Regulations page, if they pose restrictions on the contents of the Mystical Chant page, may not cause the number of lines which could possibly be added to the Mystical Chant page (taking into account all current restrictions) to be reduced by more than half that current number.

Victory Condition

At any time, if an Iudex is the only Iudex able to make Motions, e has achieved Victory.

Glossary

This is always at the end of the Ruleset. Its only effect can be to clarify ambiguity.

  • It is noted that where a Proposal would amend the effects of Proposal Enactment, this does not apply to its own enactment unless explicitly stated (eg. a proposal proposing that enacted proposals earn their writer a banana when enacted would not earn a banana for its own writer, when enacted).
  • Rules which trigger upon the Enacment or Failure of a Proposal are the responsibility of the Admin who Enacts or Fails it.
  • Appropriate Icons: For use in voting, a check box http://blognomic.com/images/vote/for.gif shall represent a vote FOR, an X http://blognomic.com/images/vote/against.gif shall represent a vote AGAINST, an I http://blognomic.com/images/vote/imperial.gif shall represent a vote of DEFERENTIAL, and an Imperial Seal (currently http://blognomic.com/images/vote/seal.gif) shall represent the Imperial Veto.
  • The "subject" of a blog entry is the part of the Title of an entry which is after the first colon. If the Title does not contain a colon, then the whole Title is the subject. Any entry whose subject is "" (i.e. an empty string) is not valid.
  • "Posts" and "comments" refer only to those made to the BlogNomic weblog at blognomic.com
  • A keyword defined by a rule supersedes the normal English usage of the word. A keyword defined in this glossary supersedes that defined by a rule. (eg. A rule specifying "Bananas are Blue" cannot be overruled by posting a dictionary definition or a photo of a banana, and a rule specifying "every day is Sunday" will be overruled by the glossary entry below.)
  • Unless otherwise specified, game variables defined to hold numeric values can hold only non-negative integers, and any action that would set those values below zero instead sets them to zero. Any situation which would require a roll of DiceX when X is zero or lower always yields a value of 0 unless stated otherwise.
  • Unless otherwise specified: When “X” is a number, to spend X of a numeric value “V” means to subtract X from V (i.e. replace V with V-X); no action may be taken which requires spending X of a numeric value when the subtraction would result in a number which is illegal as a replacement for that value (e.g. if the value represents a variable which is restricted to non-negative integers, but the subtraction comes up negative).
  • Superficial differences between the spelling of geographic versions of English, e.g, British English, American English and Australian English shall be construed as irrelevant for the purposes of play.
  • Gamestate is defined as any information which the Ruleset regulates the alteration of, such as Iudices' names and the blog colour scheme.

Typographic Conventions

  • Italicized text is not considered part of the ruleset and may be used to clarify rules with examples, notes, and flavor text. For example, this italicized text provides an example of the use of italicized text.

Timespans

  • References to "a day" (as an entity rather than a duration, eg. "Sunday") refer to that day in the timezone of the BlogNomic blog, which is considered to be GMT for all purposes.
  • References to a "week" refer to the period of time between the start of a Monday and the end of the following Sunday.
  • All references to time must be either specific or defined within the ruleset to be considered achievable in the gamestate. Abstract concepts of time (e.g. "dinnertime", "twilight") cannot be achieved until they fulfil one of these criteria.
  • An action which may be taken 'often' may be taken once per day, but not more than once every six hours.
  • An action which may be taken 'occasionally' may be taken once per week, but not more than once per twenty-four hours.

Keywords

  • Quorum is equal to half the number of Iudices, rounded down, plus one.

Dice

References to "YDICEX" refer to Y X-sided dice. To roll dice, post DICEX in the comments field of the GNDT, replacing X with the number of sides on the die you wish to roll.
