Core Rules

Ruleset and Gamestate

This is the Ruleset for BlogNomic; all Kaiju Gods must obey it. Section One consists of the "core rules" of blognomic, covering basic proposal mechanics; Section Two contains the rules of the current dynasty; and Section Three contains the glossary, which exists solely to clarify the remainder of the ruleset. Rules may be referred to by their type and entire number or type and name. (e.g. This Rule may be referred to as Rule 1.1 or the Rule entitled "Ruleset and Gamestate"). If a Proposal refers to a Rule by number and that Rule has been renumbered since the Proposal posting, that Proposal does nothing if enacted.

The Ruleset and Gamestate can only be altered in manners specified by the Ruleset.

Admins may correct obvious spelling and typographical mistakes in the Ruleset at any time.

Kaiju Gods

Anybody may apply to join BlogNomic (if they are not already playing) by registering at http://blognomic.com via the Register link in the sidebar, and then making a post announcing their arrival. An Admin will add them to the roster in the sidebar, at which moment they become a Kaiju God.

A Kaiju God may leave the game at any time by posting an entry to the BlogNomic weblog requesting such an action. A Kaiju God may only change their name as a result of a proposal approving the change.

Some Kaiju Gods are Admins, responsible for updating the site and the Ruleset, and are signified as such in the sidebar. Kaiju Gods who wish to become Admins shall sign up with a username for the Ruleset Wiki, and submit a Proposal to make themselves Admins. Existing Admins may be removed from their posts by Proposal, CfJ, or voluntary resignation.

Some Kaiju Gods are Idle, and shall be marked as such in the sidebar. For the purposes of the Ruleset, excluding Rules 1.1 and 1.2, Idle Kaiju Gods are not counted as Kaiju Gods. Admins may render a Kaiju God Idle if that Kaiju God has asked to become Idle or if that Kaiju God has not posted a entry or comment for more than 7 days. Admins may de-Idle a Kaiju God at their request - the Kaiju God's personal gamestate retains the values it had immediately prior to their going Idle. If one or more values would be undefined, it is set to the value new Kaiju Gods receive, if such a value exists.

A single person may not control more than one Kaiju God within BlogNomic. If anybody is suspected of controlling more than one Kaiju God, then a Proposal may be made to remove any number of such Kaiju Gods from the game, and to bar the perpetrator from rejoining.

Proposals

Any Kaiju God may submit a Proposal to change the Ruleset or Gamestate, by posting an entry in the "Proposal" category that describes those changes (unless the Kaiju God already has 2 Proposals pending, or has already made 3 Proposals that day).

Proposals can either be Pending, Enacted, or Failed. When a Proposal is first put forward, it is considered Pending.

Voting

Any Kaiju God may cast their Vote on a Pending Proposal by making a comment on that entry using a voting icon of FOR, AGAINST or DEFERENTIAL.

If the Kaiju God who made a Proposal has not cast a Vote on it, their Vote is counted as FOR. If a Kaiju God casts more than one Vote on a Proposal, only the most recent of those Votes is counted. If a Kaiju God leaves the game or goes Idle, their Vote no longer counts. If a Kaiju God votes against their own proposal, that vote may not be changed. This is referred to as a Self-Kill.

A vote of DEFERENTIAL is a vote of no opinion, or of faith in the decision of the Tokyo. The vote will count as the same as the Tokyo's vote. The Tokyo cannot cast a vote of DEFERENTIAL. If there is no Tokyo, a vote of DEFERENTIAL counts as an explicit vote of abstention.

Enactment

The oldest pending Proposal may be enacted by any Admin (and the Ruleset and/or Gamestate updated to include the specified effects of that Proposal) if either of the following is true:-

  • It has a number of FOR votes that exceed or equal Quorum, has been open for voting for at least 12 hours, and has not been vetoed or self-killed.
  • It has been open for voting for at least 48 hours, it has more than 1 valid vote, more than half of its votes are FOR, and it has not been vetoed or self-killed.

The oldest pending Proposal may be failed by any Admin, if any of the following are true:-

  • It has enough AGAINST votes that it could not be Enacted without one of those votes being changed.
  • It has been open for voting for at least 48 hours and half or fewer of its votes are FOR.
  • It has been open for voting for at least 48 hours and has fewer than 2 valid votes.
  • The Kaiju God who proposed it has voted AGAINST it.
  • The Tokyo has voted to VETO it.

Whenever an Admin marks a proposal as enacted or failed, they must also mark their name, and report the final tally of votes (or the fact that the proposal was self-killed or vetoed).

Calls for Judgment

If two or more Kaiju Gods actively disagree as to the interpretation of the Ruleset, or if a Kaiju God feels that an aspect of the game needs urgent attention, then any Kaiju God may raise a Call for Judgment by posting an entry in the "Call for Judgment" category. If the Kaiju God wishes, they may post anonymously by choosing "Call for Judgment" from the Author drop-down menu on the OPTIONS tab. The post shall go on to describe the issue, and measures that shall be taken to resolve it.

All Kaiju Gods may add votes of agreement or disagreement in comments to this entry, using appropriate voting icons (a Kaiju God's later votes overriding their earlier ones). Unfailed CfJs continue until they reach a quorum of FOR votes, a quorum of AGAINST votes, or if there is no hiatus going on, until four days have passed, and if there is a hiatus going on until two days have passed. After this time, if more than half of the cast votes are in favour, the Gamestate and Ruleset shall be amended as was specified. Otherwise, the CfJ fails. A Failed CfJ has no further effect.

Gamestate Tracking

Proposals, Calls for Judgment, and other official posts, as well as specific gamestate information, shall be tracked by the BlogNomic blog at http://blognomic.com. Any Kaiju God may post to the blog at any time, but may only make official posts to the blog when the Ruleset allows it. Posts following the format specified by a rule are considered official posts.

If no Kaiju God has commented on it, an official post may be altered or removed by its author; otherwise this can only be done as allowed by the Ruleset. The Admin processing an official post is allowed to append to the post to reflect its new status. Anything appended to a post in this way must be placed in the Admin field of the post, and the post's Status must changed to reflect its status.

A non-official post may not, through editing of the blog or otherwise, be changed into an official post, with the following exception: Whilst a non-official post has been posted for less than five minutes and has no comments, the author may change the categories as they wish.

Voting and comments are accessible through the link at the bottom of every post.

Specific parts of the Gamestate data shall be tracked by the Generic Nomic Data Tracker at http://blognomic.com/gndt/generic.cgi?nomic=blog. Any Kaiju God may update any Kaiju God's data via the GNDT, whenever the Ruleset permits it.

All updates to the GNDT are logged - if a Kaiju God feels that an alteration goes against the Rules (as they were at the time of the alteration), they may simply undo the effects of that alteration. If such an undoing is disputed, a Call for Judgment shall be raised.

Kaiju Gods shall be assigned a password for the GNDT when they join the Nomic.

Dynasties

BlogNomic is divided into a number of Dynasties. Each Dynasty is headed by a single Kaiju God, known as the Tokyo, and is named according to the number of Dynasties they have headed (eg. "The First Dynasty of Myke").

The Tokyo may vote to VETO any Proposal.

Victory and Ascension

If a Kaiju God (other than the Tokyo) believes that they have achieved victory in the current Dynasty, they may make a post to the Blognomic weblog in the Declaration of Victory category, detailing this.

Upon doing so, the game immediately goes into Hiatus, if it hasn't already. During this time, the only game actions that may be taken are those covered by Rules "Kaiju Gods", "Calls for Judgment", "Gamestate Tracking" and "Victory and Ascension".

Every Kaiju God may respond to an active DoV saying whether or not they believe the poster has achieved victory in the current Dynasty (using the FOR and AGAINST icons).

The Declaration of Victory may be resolved after 24 hours, or after 12 hours if the Tokyo has voted on it. Upon resolution, if a Quorum of Kaiju Gods have voted on the DoV and more than half of those votes were in favour, then the DoV passes - otherwise the DoV fails, and if no other DoVs are still pending, the Hiatus ends.

When a DoV passes, all other active DoVs are failed, and a new Dynasty begins with the Kaiju God who made the DoV as its Tokyo. (That Kaiju God may pass this role to another Kaiju God at this point, if they wish.) The Hiatus continues until the new Tokyo posts an Ascension Address to the BlogNomic weblog - this shall specify the Tokyo's chosen theme for the new Dynasty, and may optionally include a proclamation that any number of Dynastic Rules will be repealed, and that any keywords will be replaced with new theme-appropriate terms.


Dynastic Rules

Monster Mash

Three Kaiju Gods may combine forces to create a monster with which to ravage Tokyo. Any Kaiju God who wishes to initiate this process my do so by posting a notice whose title contains the text "Monster:" and the name of the monster they wish to create. The first two other Kaiju Gods who respond to this post shall work with the initiator to create a Monster.

Monsters are composed of three Sections, each being a 500x250 pixel image.

The Kaiju God who initiated the creation of the monster must first draw the top Section of the monster that they wish to create. The Kaiju God must then cut out and send the bottom 500x20 pixels of their Section to one of the Kaiju Gods who responded to the post. This Kaiju God should create a new 500x250 pixel Section that would fit directly below this 500x20 sliver, before passing the bottom 500x20 pixels of their newly-drawn Section to the final Kaiju God, who must then draw the bottom Section of the Monster.

The completed Monster should then be compiled and should have a page created for it in the Blognomic Wiki; this page should contain the completed picture and the names of its creators. Monsters thus created are listed on a special Monster Roster page in the wiki.

Attributes

On each monster e helps to create, each Kaiju God may select a single physical feature suggested by their 500 x 250 pixel section. These three physical attributes will be listed on that Monster's wiki page. Each attribute is a combination of one, two, or three words describing that attribute, all in lower case.

Each attribute has a value, known as its threat rating. An attribute's initial threat rating is derived by putting each word of the attribute individually into Google and adding the number of results for each. A Monster's initial overall threat rating is the sum of the threat rating for each of its attributes.

Tokyo may remove or replace any attribute that e thinks is unfair, inaccurate, unjustified or misleading. Alternatively, such attributes may be challenged by a Call for Judgment.

Location

Each completed Monster may occupy a Neighborhood - this is tracked in the City wiki page.

The City and Neighborhoods

The City has a number of Neighborhoods, each having a Name, a number of Buildings, a Population, and a Patron. This data is tracked in the wiki in a page called The City.

The Patron of each Neighborhood is a Kaiju God. If a Kaiju God is not the Patron of a Neighborhood, they may add a new Neighborhood to the wiki with a Name of their choice, and themselves as Patron. They shall then roll DICE10 twice in the GNDT - the first die roll shall be multiplied by 10 to give the number of Buildings in the Neighbourhood, and the second die roll shall be multiplied by the number of Buildings to give the Population of the Neighborhood.

If a Neighborhood has zero Buildings and zero Population, it is considered Destroyed, and should be flagged as such in the wiki page.

Three Outer Regions exist - these are Neighborhoods, but have no Patron, Buildings or Population. The Outer Regions are The Skies, The Sea and The Farmlands.

One Tokyo Menace Defence Base exists - this is a Neighborhood, but has no Patron, Buildings or Population.

Overcrowding

A Neighborhood is only big enough to accommodate an amount of Population equal to 10 times the number of buildings in that Neighborhood.

Each Neighborhood has a Vacancy, which is equal to 10 times the number of buildings in that Neighborhood, minus the Population of that Neighborhood (Vacancy may be negative). Whenever a Kaiju God causes a change in the amount of a Neighborhood's Buildings or Population, they should also recalculate that Neighborhood's Vacancy and make an unofficial record of it on The City document.

If at least one Neighborhood has a negative Vacancy, and at least one Neighborhood has a positive Vacancy, then enough Population is transferred from the Neighborhood with the lowest Vacancy (call it "Neighborhood A") to the Neighborhood with the highest Vacancy (call it "Neighborhood B") so that Neighborhood A's Vacancy becomes zero. If there is a tie for lowest or highest Vacancy, the Neighborhood with the earliest name lexicographically among the tied Neighborhoods must be considered as Neighborhood A or Neighborhood B respectively.

Media Frenzy

The local news headlines of Tokyo are tracked in a wiki page called The Media Circus. A Kaiju God may, as a Daily Action, add a new headline to this page. If this headline contains one (and only one) of the bolded headline fragments given in Rule 2.3.1 (where “[Monster]” is the name of a completed Monster with a wiki page, [Robot] is the name of a completed Robot with a wiki page, and “[Neighborhood]” is the name of a Neighborhood), then the Kaiju God writing the headline must also update the gamestate as specified.

When matching a headline, the Kaiju God may reduce words from the written headline, so long as in doing so there is no confusion with another match. For instance, a written headline that reads 'Citizens Flee in Panic as King Kong Brutally Attacks the Peaceful Hamlet of Yorksburg' will match 'King Kong Attacks Yorksburg'. However, 'Godzilla Attacks Farmers Near Pittsboro' will not match '[Monster] Attacks [Neighborhood]' or '[Monster] Near [Neighborhood]', as it is unclear which is meant.

If two or more words or phrases separated by slashes are contained in brackets, then the headline may match using any one of the options. For instance, both 'Mothra Soars Above Tinseltown' and 'BEM comes to Pleasantville' will match '[Monster] [In/Above/To] [Neighborhood]'. The case of words (uppercase/lowercase) doesn't not matter when matching a headline.

If a headline matches no headline fragments, but contains a single Monster’s name, it may be processed as “[Monster] Spotted”, for that Monster.

If a headline causes a number of people to Flee, they should be removed from their Neighborhood and added to the Neighborhood with the highest population (if tied for highest, the headline writer may choose). If a Neighborhood has a population below 25, any Flee effects on it are ignored.

Headlines

[Monster] [Spotted/Heard/Smelled]: The Monster has its overall threat level raised by 150,000 points.
[Monster] Hoax: If the Monster is in the Outer Regions, or is not in a Neighborhood, it has its overall threat level reduced by 500,000 points.
[Monster] [In/Above/To] [Neighborhood]: If the Monster is not in the named Neighborhood, it is moved to the named Neighborhood, its overall Threat Level is raised by 100,000 times the Neighborhood’s population, and 1% of the Neighborhood’s population (rounding up) immediately Flee.
[Monster] Attacks [Neighborhood]: If the Monster is in the named Neighborhood, that Neighborhood’s Building value is decreased by one (if any Buildings are left), and 1% of the Neighborhood’s population (rounding up) immediately Flee.
[Monster] [Near/Around/Nearby] [Neighborhood]: If the Monster is in a Neighborhood other than the named one, its overall Threat Level is raised by 10,000 times the named Neighborhood’s population, and a single person Flees from the Neighborhood.
[Monster] Approaches: If the Monster has no Location, it is moved to an Outer Region.
[Monster] Attacks [Monster]: If the two named Monsters are in the same Neighborhood, choose one of the three sections of each monster at random using 1DICE3 in the GNDT. The monster whose chosen section has the lowest threat rating now is removed from the Neighborhood (and has no location).
[Robot] Challenges [Monster]: If the Monster and Robot are in the same Neighborhood, and if the Monster has a higher Threat Rating than all other Monsters who are in the Neighborhood, choose one of the three sections of each the robot and the monster at random using 1DICE3 in the GNDT. If the monster’s chosen section has the lower threat rating, now the monster is removed from the Neighborhood (and has no location). If the robot’s chosen section has the lower threat rating, the robot is defeated and it moved to the Tokyo Defense Base(for repairs) and 1% of the neighborhood’s population(rounding up) flees.
[Monster] on Rampage: If there are no Robots or other Monsters present, take the named monster's current Threat Rating and divide by 100,000,000. Subtract the result from the neighborhood’s current number of buildings, and from its current population, both to a minimum of 0. An additional 5% of the Neighborhood's population (after the previous reduction, and rounding up) shall immediately flee.
[Robot] [In/Above/To] [Neighborhood]: If the named robot is not already in the named neighborhood, then move it there.
[Robot] On Call: Move the named robot to The Tokyo Menace Defense Force.

Kaiju Powers

Each Kaiju God may have up to 3 powers that are listed in the Powers section of this rule. If a Kaiju God does not have three powers, they may, once per day, choose a single additional power, which may or may not be the same as another of their powers. The powers a Kaiju God has will be tracked in the Neighborhood in which they are a Patron.

As a daily action, a Kaiju God may either activate or discharge one of their listed powers, removing it from the Kaiju God's listing. If a power is discharged, there is no further effect.

If a power is activated, the Kaiju God will note this at the top of the Book of the Kaiju wiki page, followed by the Kaiju God's timestamp (~~~~). When noting the use of a power, as needed, replace “[Monster]” with the name of a completed Monster with a wiki page, "[Robot]" with the name of a completed Robot with a wiki page, and “[Neighborhood]” with the name of a Neighborhood.

If an activated power has an effect with a duration, then an additional note shall be made on the appropriate page(s) (under the neighborhood on the wiki page, and/or on the monster's or robot's wiki page), marked with the Kaiju God's timestamp (~~~~), which may be removed by any Kaiju God after its effects have ended.

Powers

Teleport [Monster] to [Neighborhood] – Move the named monster to the named neighborhood, assuming the monster is not already in that neighborhood. However, if there is a Circle of Protection over that neighborhood, the monster shall instead be moved to an Outer Region of the Kaiju God's choice, and the Circle of Protection shall be ended.
Empower [Monster] – Choose one section of the monster. So long as the name for the attribute in that section is not five or more words, add one word to the attribute for that section and gather the threat rating for the word the same as when initially creating a monster. Add the threat rating from te new word to the current threat rating for that section as well as the current threat rating. As with when initial naming an attribute, the word should be derived from something in the image for that section.
Weaken [Monster] – Choose one section of a monster. So long as the name for the attribute in that section is not less than two words, remove one word from the attribute for that section and subtract from that section’s threat rating as well as the current threat rating the value that word added.
Circle of Protection over [Neighborhood] – By declaring a circle of protection over a neighborhood, no monster may enter that neighborhood for the next 24 hours. A Circle of Protection may only be declared over a neighborhood if there is no monster already there. The Circle of Protection may be ended prematurely with 'Teleport [Monster] to [Neighborhood]', as described in that power.
Media Blackout over [Neighborhood] – For the next 24 hours, no media posts may be made affecting that neighborhood. However, if there is currently a 'Media Frenzy' in effect over that neighborhood, then the media frenzy shall instead be ended, and there shall be no further effect for the Media Blackout.
Media Frenzy over [Neighborhood] – For the next 24 hours, the building or population effects of any media posts made concerning the named neighborhood shall be doubled. However, if there is currently a 'Media Blackout' in effect over that neighborhood, then the media blackout shall instead be ended, and there shall be no further effect for the Media Frenzy.

Monster Rampage

If two or more monsters are in the same non-outer region neighborhood, they may fight. To pick a fight, a Kaiju God announces by posted that e is taking over direct control of a Monster that is in the same non-outer regions neighborhood as another monster. The monster then gains the abilities on the Kaiju God who has taken direct control over the Monster. To begin the fight, a different Kaiju God replies to the post that they will be taking over direct control one other monster. This must continue until all monsters in a neighborhood are directly controlled by Kaiju Gods. If a fight has been picked, no actions may be taken to move a monster out of the neighborhood where the fight has been picked. If a fight has started, no actions may be taken to move a monster in or out of the neighborhood where the fight has started until the fight has been resolved. A fight may not be picked unless there are rules in place that would allow for the fight to also be resolved.

The Tokyo Menace Defense Force

The Tokyo Menace Defence Base is manned by The Tokyo Menace Defense Force, a series of Giant Robots constructed to defend the city.

Giant Robots are considered to be Monsters with a Threat Rating of zero and instead of Attributes they have Components. They may be the subject of headlines, but if their Threat Rating would be changed, it instead remains zero, and they do not cause people to Flee.

Giant Robots are created in the same way as Monsters, except that the subject line for their creation should start with “Robot:”, and when completed shall be tracked in a special section of the Monster Roster titled the Robot Roll Call. Components are created the same as a Monster’s Attributes, but the totals are not combined to add to the threat rating (which for a robot is 0).

Glossary

This is always at the end of the Ruleset. Its only effect can be to clarify ambiguity.

  • It is noted that where a Proposal would amend the effects of Proposal Enactment, this does not apply to its own enactment unless explicitly stated (eg. a proposal proposing that enacted proposals earn their writer a banana when enacted would not earn a banana for its own writer, when enacted).
  • Rules which trigger upon the Enacment or Failure of a Proposal are the responsibility of the Admin who Enacts or Fails it.
  • Appropriate Icons: For use in voting, a check box http://blognomic.com/images/vote/for.gif shall represent a vote FOR, an X http://blognomic.com/images/vote/against.gif shall represent a vote AGAINST, an I http://blognomic.com/images/vote/imperial.gif shall represent a vote of DEFERENTIAL, and an Imperial Seal (currently http://blognomic.com/images/vote/seal.gif) shall represent the Imperial Veto.
  • The "subject" of a blog entry is the part of the Title of an entry which is after the first colon. If the Title does not contain a colon, then the whole Title is the subject. Any entry whose subject is "" (i.e. an empty string) is not valid.
  • "Posts" and "comments" refer only to those made to the BlogNomic weblog at blognomic.com
  • A keyword defined by a rule supersedes the normal English usage of the word. A keyword defined in this glossary supersedes that defined by a rule. (eg. A rule specifying "Bananas are Blue" cannot be overruled by posting a dictionary definition or a photo of a banana, and a rule specifying "every day is Sunday" will be overruled by the glossary entry below.)
  • Unless otherwise specified, game variables defined to hold numeric values can hold only non-negative integers, and any action that would set those values below zero instead sets them to zero. Any situation which would require a roll of DiceX when X is zero or lower always yields a value of 0 unless stated otherwise.
  • Unless otherwise specified: When "X" is a number, to spend X of a numeric value "V" means to subtract X from V (i.e. replace V with V-X); no action may be taken which requires spending X of a numeric value when the subtraction would result in a number which is illegal as a replacement for that value (e.g. if the value represents a variable which is restricted to non-negative integers, but the subtraction comes up negative).
  • Superficial differences between the spelling of geographic versions of English, e.g, British English, American English and Australian English shall be construed as irrelevant for the purposes of play.
  • Gamestate is defined as any information which the Ruleset regulates the alteration of, such as Kaiju Gods' names and the blog colour scheme.

Typographic Conventions

  • Italicized text is not considered part of the ruleset and may be used to clarify rules with examples, notes, and flavor text. For example, this italicized text provides an example of the use of italicized text.

Timespans

  • References to "a day" (as an entity rather than a duration, eg. "Sunday") refer to that day in the timezone of the BlogNomic blog, which is considered to be GMT for all purposes.
  • References to a "week" refer to the period of time between the start of a Monday and the end of the following Sunday.
  • All references to time must be either specific or defined within the ruleset to be considered achievable in the gamestate. Abstract concepts of time (e.g. "dinnertime", "twilight") cannot be achieved until they fulfil one of these criteria.
  • If a game action is a Daily Action, each Kaiju God able to perform it may take that action once per day, but not more than once every six hours.
  • If a game action is a Weekly Action, each Kaiju God able to perform it may take that action once per week, but not more than once every twenty-four hours.

Keywords

  • Quorum is equal to half the number of Kaiju Gods, rounded down, plus one.

Dice

References to "YDICEX" refer to Y X-sided dice. To roll dice, post DICEX in the comments field of the GNDT, replacing X with the number of sides on the die you wish to roll.
