Ascension Address: Memo to the Standing Committee
CMEMO TO THE STANDING COMMITTEE

In the twenty years since we lost contact with Earth, our colonies have been politically stable. Long live the Clatoc Colony! Long live the Standing Committee!
This stability has never been complete. The intellectual and artistic classes have chaffed, and there’s always been cadres of agitants requesting a more democratic process. The popular will is the voice of God! Down with anti-society malcontents!
That notwithstanding, for the most part the citizens seem to have responded well to the continuity and decisiveness of our committee’s leadership. This acceptance has been aided by the considerable efforts of the Ministry of Information.
However, in recent months the Ministry has noticed a disturbing uptick in organised discontent. It is therefore asking for additional powers to monitor communication and intervene to disrupt the flow of seditious sentiment, as well as identifying any perpetrators. Information is security! Security is strength!
Thanks to the Ministry’s awareness of your own communications, the Ministry is aware that these additional powers are going to be approved unanimously, and it thanks the Standing Committee for its ongoing and unflinching commitment to the security of our Colony. Long live Clatoc! Long live the Ministry of Information!
Throughout the ruleset, change the term Legislators to Cells and Wielder of Vetoes to Ministry of Information. Set the Dynastic Tracking page to MinInf. Set the Special Case rule No Collaboration to Active.

Dynastic Rules
- History is Cyclical created a 72-hour game clock and a system for private communication via the Emperor... which the Emperor had the power to censor according to a list of Censorship Terms (initially player names, URLs and anything that the Emperor suspected was a secret code)
- The People’s Liberation Front of Judea allowed each player ("Cell") to pick up to three Ideologies from the List of Ideologies
- The Heat Sheet gave each Cell a number of Adherents, and the ability to send Adherents to other Cells
- Bill Dings defined a list of public and private Buildings that Cells could select as the target of Tasks, each having a Progress score that advanced each round based on how many Cells were targetting it
- Ear of the Panopticon allowed Cells to report each other to the Ministry of Information if they could deduce each other's Ideologies
- Census and Censurability changed Adherents from a number to a list of named Citizens, each with a randomly-generated Name and an Ideology
- Bell Leaf had the Ministry of Information give each Cell a "Psy-Index" score for how likely they seemed to be able to win, each cycle. Ace of Clubs later made this a "Most Wanted" score.
- Ministry of Adversary allowed Cells to appeal against Censorship Terms that they felt targetted individual players
- Price and Precedence only allowed Adherents to be passed between Cells if they shared an Ideology
- Cell du Jour gave Cells a "Buzz" stat which got exchanged for new Adherents each cycle
- Where Do You See Yourself In Five Years? changed from Cells having Target Buildings to Adherents working at particular Buildings
- In Plain Sight made the names of Adherents who worked at Public Buildings public knowledge
- New Methods randomised the lengths of the censorship black boxes after a player was caught sending information through them

- Alert Miscommunication Cuddlebeam had found that the "No Collaboration" Rule didn't apply to the Emperor themselves, meaning that they could share information with all Players except them, privately, and not violate that rule. They used it to attempt to make a non-Emperor public cipher. It didn't work out.
